The eleventh house covers friendship, community, networks, and long-range hopes. It is the house of the chosen group rather than the given one - the people somebody assembled around themselves rather than the family they arrived in.
It is opposite the fifth, and the pair is instructive. The fifth is individual creative expression; the eleventh is what a person contributes to something collective. Same axis, different subject.

The traditional attribution of hopes and wishes to this house invites a fortune-telling reading that is not supportable. The chart does not know what somebody will get.
